What is the biggest challenge you have encountered in identifying and engaging stakeholders?

In my current work it seems that some of the stakeholders may be part of a workgroup just to "stay in the loop" but may not be actively engaged in the activities of the group.

That is a great point and something that can often be a challenge with collaborative work and with evaluation 'teams' or 'workgroups'! I have found that one way to keep them engaged and to try to help them move from 'staying in the loop' to active engagement is to end each meeting with action items and find specific things that each member can contribute. Sometimes you may have a meeting or two where there isn't an activity for everyone, but by having some report outs or report backs on even an intermittent basis I have found helps move pass this. Does anyone else have any other good ideas or things they have tried with groups?
