Why do you think that it is important for an evaluator to have a particular approach or framework that guides their work on a regular basis?

An evaluation framework provides a kind of roadmap that guides stakeholders toward a mutual goal. Without one, you lose sense of who is driving, where you are going, and why you're on this road to begin with.

Excellent point! I was very surprised when talking with a group of evaluators recently to find out that the site I was working with was the only one out of the 4 or 5 in the statewide group that was regularly discussing and examining the framework (and the logic models guiding activities). I think it is really important for evaluation stakeholders (particularly the project manager or staff working most closely with an evaluator) to understand the framework or approach (even in layman's terms) so that all parties can be working toward the same goals and more easily address challenges if and when they arise.
